With the recent Quote patch, you can see quoted toots from Mastodon (with Quotes patches from Treehouse fork), Misskey, and Akkoma, but only from public posts only.
To quote a post, click the quote button. This can be useful to adding a content warning to boost a post. However, you cannot quote a Quiet Public post. It ill appear as a quote post on the local instance, but on remote instances, it will show up as a regular post without the link to the original post or on Misskey/Akkoma, a post without the quote.
To quote a post, click the quote icon and then type a message. The quoted post will appear before your message.
Note: Edits may break quote posts, consider redrafting instead if you need to make an edit shortly after you published it.
